Pursuant of federal law, the State of Minnesota implemented Electronic Visit Verification (EVV) for all Medicaid personal care services and home health services that require an in-home visit by a direct support worker. Electronic Visit Verification (EVV) is an electronic technology system that verifies home or community-based work shifts by recording the exact time the shift begins and ends. Section 12006(a) of the 21st Century Cures Act mandates that states implement EVV for all Medicaid personal care services (PCS) and home health services (HHCS) that require an in-home visit by a provider. Federal guidance permits states to exempt live-in caregivers from EVV real time entry. This exemption may or may not apply to the parent or family member, depending on their living arrangement. A live-in caregiver is a caregiver who resides in the same residence as the participant receiving services.
A live-in caregiver is required to use the Electronic Visit Verification system, Cashe, however they have the option to use EVV in real time or to use EVV at least once per day worked.
